Wegen der Erdrotation muß zur Bestimmung der Länge die Zeit des Nullmeridians genau ermittelt werden

-entweder durch aufwändige astronomische Beobachtungen

-oder durch eine sekundengenaue Zeitmessung anhand eines mitgeführten Zeitmessers (Uhr= Chronometer).

Aus der Differenz von (durch astronomische Beobachtungen gemessener oder anhand eines mitgeführten Zeitmessers abgelesener) Referenz-Zeit am Nullmeridian und Ortszeit kann man die Länge errechnen. Bis 1700 war jedoch, selbst auf festem Boden, nur eine Uhr mit rund einer Minute täglicher Abweichung vorstellbar. Newton hatte die technische Machbarkeit einer hinreichend genauen Uhr bezweifelt, was John Harrison jahrzehntelang diskreditieren sollte.

Die Gründung des Königlichen Observatoriums in Greenwich durch Charles II. im Jahre 1675 war Englands erster Schritt auf der Suche nach genauen Längenangaben. 1714 lobte Englands Parlament für eine praktisch brauchbare Lösung des Längenproblems bis zu 20.000 Pfund aus, je nach Genauigkeit der gefundenen Methode.

Zur Verwaltung des Preisgeldes und zur Beurteilung eingereichter Vorschläge wurde die „Längenkommission“ Board of Longitude gegründet, der die damals bedeutendsten Astronomen und Mathematiker Englands angehörten, aber auch der Präsident der Royal Society, der Königlichen Gesellschaft zur Förderung der Wissenschaften.

- Larcum Kendall ist ab 1765 als Gutachter für den Board of Longitude tätig.

- Nevil Maskelyne wurde vom Board of Longitude zur Überprüfung von John Harrisons Modell 4 bestellt, nahm er 1763 als Schiffskaplan auf HMS Louisa in Begleitung von Charles Green, Assistent am Observatorium, an der Testfahrt nach Barbados teil, deren Ergebnisse er im Dezember 1764 der Royal Society vortrug.

- 1765 wurde Thomas Mudge Mitglied des Board of Longitude.
